I have been in piracy since 2004 and a lot has changed since the times when I first took my first steps. One of the first pirate outfits I joined was not patrolling low-security empire but instead controlling a piece of the north. They were one of the first pirate alliances that I've ever known of way before we had code to support it and they were called 'The Pirate Syndicate'.
This is significant to the thread because most of you are new to the trade of piracy. You all think that piracy only exists in empire when in fact CCP has only moved it more to 0.0 where players are the governments (not Concord).
If most of you had some spine and roamed in both 0.0 and low-security empire then you will see that the loot is very phat. There are a massive amount of people in 0.0 every day flying around mining, moving cargo, and killing each other that have very good loot. Yet you stay in empire and cry that piracy is dieing when there are so many good pirate tools out there for you to use now.
- Small and Medium Warp Bubbles
- Dictors <---omg if we had these back in the day
- Better, faster, and light tech 1 and 2 ships
- More faction modules and ships
- Way to actually increase your security status at all

But Pirates who mainly hide in empire are also carebears too? There is 0.0 and plenty of targets there to ransom or kill both in mining and trade.

Lowsec is where criminals live, you cant be a criminal if you dont break the law, there isnt any law in 0.0, so therefore anything you do there isnt a crime. Piracy is a crime and therefore in order to be a pirate, you must break the law. So piracy isnt possible in 0.0, its just killing people and taking their stuff... Not crime at all, since it isnt illegal. REAL PIRATES LIVE IN LOWSEC YARR! Be happy 
Hate to break this to you but the law is government. 0.0 is controlled by alliances or corps. This in return makes them the government and they set the law of the region they control. Piracy in 0.0 exists in the form of breaking their law where it's not tracked like security status is to NPC government.
This is why 0.0 contains piracy in the hands of player controlled regions. Saying that 0.0 has no law is like saying living in low-security empire is harder than living in a hostile 0.0 region where you are the pirate among a global alliance that controls the region (stations blocked off to you, no where to get supplies etc)
